Get a Library Card at the EPL!

“How do I get a library card?”

Resident Card
The Effingham Public Library is a city tax funded library. If you live within the city limits of Effingham, your library card is waiting for you! Come in with a valid photo ID (with you current address) and fill out a quick library card application.

Non-resident Card
If you reside outside the city limits, you can still claim a library card after paying a non-resident fee. Non-resident fees are based on property values minus any exemptions shown on your property tax bill.

Cards for Kids
If you have a child between the ages of 5-18, and you meet certain income guidelines, we have a program called “Cards for Kids”. In order to qualify for this program, you will need to answer a few questions to determine your eligibility and bring a current photo ID at time of registration.
