PROJECT DESCRIPTION
Project consists of an interior renovation to expand the Children’s Area into the adjacent space. The work includes relocation of a glass partition, the addition of a feature wall, interior finish replacement and limited MEP work. See 012300 Alternates specification for Bid Alternates.
TIME AND PLACE OF BID OPENING
The Owner will receive sealed bids until 2:00 p.m. local time, on Thursday, November 21st, 2024, at the Effingham Public Library. Bids will be opened publicly and read aloud at 2:00 pm. Bids received after stated time will not be accepted and will be returned unopened.
PRE-BID CONFERENCE
A Pre-bid conference for discussion of the bidding process and project documents will be held on November 7th, 2024 at 1:00 p.m. The meeting will commence at the project site at the Effingham Public Library. This meeting is NOT mandatory, but attendance is recommended.
CONTRACT TYPE
Bids will be based on a single lump sum construction contract.
Bids shall include not less than the Prevailing hourly wage rate determined by the Illinois Department of Labor.
CONTRACT DOCUMENTS

BID STIPULATIONS
Bid Security is required in the amount of Ten percent (10%) of Proposal, made payable unconditionally to the Owner. Security shall be a bid bond issued by the surety licensed to conduct business in the State of Illinois.
Within ten (10) days after notification of award of contract, the successful Contractor shall furnish a Performance Bond and Payment Bond in the amount of 100 percent of the contract and the payment of all obligations arising thereunder using a form similar to the AIA 312 Form, or one acceptable to Owner. The
Performance Bond will become a part of the Contract.
The failure of the successful bidder to enter into contract and supply the required bond and Certificates of Insurance within ten (10) days after the prescribed forms are presented for signature, or within such extended period as the Owner may grant, shall constitute a default.
The Owner reserves the right to accept or reject any or all bids, to waive any informalities and irregularities in any bid, or to make awards in the best interests of the Owner.
